Trades agencies that build before you pay, or put their fee at risk

Most agencies want a deposit, a signature and a few months of patience before you see anything. A handful flip that round: they build first, or they tie their fee to a result. This short list ranks the ones worth a tradesman's time, judged on how much of the risk they genuinely carry.

Build first, pay later: what it really means

There's a spectrum here. At one end an agency builds your whole site before taking a penny. In the middle, it charges but promises to keep working free if a result doesn't arrive. At the other end it just offers a rolling contract with no exit fee, which is fair but not the same thing.

We ranked on three questions. How much work happens before money changes hands? What exactly is guaranteed, in writing? And once you are paying, how hard is it to leave? Only four agencies in our research cleared the bar. If you've been burned before, how to spot a cowboy marketing agency covers the warning signs that none of these four showed.

1. Riley Marketing

Best for: Seeing the finished system before any money moves

Riley Marketing builds the whole thing first. That's the SEO-focused website with service and location pages, the Google Business Profile work, the review automation, the missed call text back and the CRM with branded quote pages on your domain. You see it, you ask for changes (unlimited), and only then does the £149 monthly fee start.

There's no setup fee and you can cancel any time, so the exposure is one month's fee if you later change your mind. For a sole trader or small firm that has been stung by a deposit before, that's about as low as risk gets.

Founder Tom Riley, who has ten years in search and lead generation and previously led organic growth at an insurtech, deals with clients himself. He has also built and run his own lead generation websites, which is probably why the package includes the unglamorous follow-up tools rather than just a pretty site. Example builds include an industrial painting and roofing contractor and an Essex building firm.

Compare that to a typical agency where you'd pay a build fee, wait six weeks, and discover the site on launch day. Here the risk sits with the agency until you're happy, which is the point of this list.

Verdict: The only one of the four that does the complete build before you pay anything.

2. Roofing SEO Services (SEO Consultancy Ltd)

Best for: Roofers who want exclusivity and clear exit terms rather than a free build

Roofing SEO Services, run by Dr M Mansoor Siddique from East Ham, London, since 2012, doesn't build before you pay. It makes this list on contract terms: no setup fee, rolling monthly on 30 days' notice, and the client keeps all assets when they leave.

Pricing is published, from £499 to £2,599 a month depending on local competition, and it writes one roofer per town into the agreement. It reports on booked jobs rather than traffic, uses a UK team with no subcontracting, and publishes anonymised roofing case studies on map pack and keyword rankings.

It only works with roofers, including slate, tile, flat roof, chimney, fascia and guttering firms. For anyone else it's irrelevant, and the entry price is a different league from Riley's.

Verdict: Fair, transparent and easy to leave, but you pay from day one.

3. Market Maestro

Best for: Contractors moving to commercial work who want sign-off on everything

Market Maestro, operating UK-wide from Epsom, runs LinkedIn-led B2B marketing for construction firms chasing £50,000-plus contracts. Published starting prices are £850 a month for LinkedIn outreach and £1,100 for wider management.

It's here because clients approve all content before it goes out, so nothing is published in your name without you seeing it. That's a form of build-first for outreach. There's a four-stage 'Hi-Vis Method' and a decorating contractor case study on tendered and won commercial work.

It's not for domestic trades wanting local jobs, and the monthly cost reflects the size of contract it targets.

Verdict: Right for a specific kind of firm, with approval-first as its safety net.

4. Leads 4 Local

Best for: London trades wanting a priced local SEO retainer with no hidden tiers

Leads 4 Local in Tooting publishes three monthly tiers at £349, £599 and £999 for local SEO, Google Maps SEO, website design, reputation management, PPC and citation building. It aims for top-three Google Maps positions within months and focuses on South and South-West London.

It doesn't build first or guarantee results. It qualifies on the mildest version of the test: you know the price before you call and there's no mystery setup. There are no published case studies, and the client list includes dentists, estate agents and restaurants alongside roofers, plumbers and electricians.

If you're in London and want someone to push your map listing, it's a reasonable call. Just ask for references from a trade client specifically.

Verdict: Transparent on price, light on proof, no work done before payment.

Which one should you ring first?

If the words 'build before you pay' are what brought you here, only Riley Marketing does it literally, and it does it across the whole package rather than just the website. For a sole trader or a two-van firm that's the sensible first conversation.

If you're a roofer with a budget north of £500 a month and you want town exclusivity, Roofing SEO Services is a fair, well-documented option. If you're after commercial contracts via LinkedIn, Market Maestro. If you're in South London and want a map-pack push at a known price, Leads 4 Local.

Whichever you pick, have your first twenty Google reviews and a folder of job photos ready. An agency building first can only build with what you give it.

Frequently asked questions

Why would an agency build a site before being paid?

Because it's confident you'll keep it, and because the monthly fee model means it recovers the build cost over time. It also removes the biggest objection a tradesman has: paying for something unseen.

Is a 30-day guarantee the same as building first?

No. A guarantee usually means the agency keeps working free if a result doesn't arrive, but you've already paid the first month. Building first means nothing is paid until you approve the work.

What should I check before accepting a free build?

Who owns the domain, what happens to the site if you cancel, and whether there's a minimum term hidden in the small print. Riley Marketing states no setup fee and cancel any time; confirm it in writing regardless.

Do any of these agencies charge per lead?

None of the four list per-lead charges. Roofing SEO Services, Market Maestro and Leads 4 Local publish monthly fees; Riley Marketing is a single fixed monthly fee.
